Senior Associate, Markets Analysis & Risk, Markets Policy, Strategy &

At the FCA, we're creating a fair and more resilient financial system. We're establishing more transparent relationships between financial services and their customers, building trust in financial markets and protecting vulnerable consumers.

This team within Markets Policy Department, Strategy & Competition enables us to work flexibly and proactively on a wide range of markets issues.

The Market Analysis and Risk team works flexibly and proactively on a wide range of wholesale markets issues, providing resources and analytical skills to inform and support our work across the full range of market policy issues, from primary markets through to derivatives. The team focuses on three main objectives:

  • First, we do forward and data-driven thinking on emerging risks and new developments in or impacting on wholesale capital markets (e.g. liquidity in bond and other markets; high-frequency trading; developments in the derivatives market; and implications of a low interest rate environment).
  • Second, we use our analytical resources in collaboration with colleagues in other teams to evaluate the impact of public policy pre-or post-implementation of such policy.
  • Third, we work on developing domestic policy and participate actively in international standard setting work.

What does this job involve?

Ensuring that the policy and regulatory framework for the UK's capital market is based on rigorous and data-led evidence is central to our work. The purpose of this role is to provide advanced (at around or working to Master's/PhD level) data analytical support to colleagues leading the team's financial market analysis work to inform our thinking on specific market issues or developments. Working alongside PhD level quantitative analysts, this will involve advanced experience and confidence with working with large sets (sometimes billions of rows) of regulatory and FCA proprietary data where significant programming (R, Python), data manipulation and analysis is required. The role will also draw on significant knowledge of the relevant wholesale markets and products. It will involve working on a number of projects at any one time, so being flexible and able to deal with competing priorities is important. Current projects that we are working on include support for the FA's work on benchmarks, current developments in secondary market trading structures and understanding the impact of new regulation, particularly MiFID II.

What will I get from the role?

  • This is an excellent opportunity to help take forward and steer the work of a significant function within our markets-facing work, to gain exposure to a wide range of stakeholders and to contribute positively to the development of our external profile and reputation.
  • We are particularly committed to increase the amount of quantitative data analysis that we carry out to measure the impact of policy developments on the market. Much of this data is proprietary to the FCA so this role offers the opportunity to gain a unique insight into the UK capital market across all asset classes.
  • We are also committed to publishing externally our analysis of current and future market issues and developments: this role offers the opportunity to help develop this aspect of our work further.

As an Academy business we place great value on your learning and we offer world-class development opportunities which will assist you in achieving your career aspirations. Our Academy offers you a range of opportunities for personal and professional development, including our MSC in financial regulation, Advanced Managers programme, sponsored study and more.

Which minimum, essential & desirable skills are required?

We're a signatory to the Government's Disability Confident scheme. This means that we guarantee an interview to any disabled candidates entering under the scheme, should they meet the minimum criteria for a role.

  • Evidence of advanced ability and experience of using scripting/programming languages (R/Python/TensorFlow) to import, clean, manipulate and analyse complex, large and semi-structured financial market data sets across multiple asset classes, including central limit order books, transaction reports and/or trade repository data.
  • Evidence of advanced ability and experience in applying statistical and regression analytical and testing techniques to draw insights from large financial data sets.

  • Experience in using data visualisation tools (eg: ggplot, Plotly, Shiny and/or Tableau.)
  • Ability to design, execute and rationalise both short and medium term data analysis projects, and provide well-supported succinct analysis and conclusions for a range of audiences.
  • Evidence of strong knowledge of relevant markets, including structures, processes, products and players, and relevant data sources (including those required to be submitted under relevant Directives).
  • Ability to work on own initiative, combined with excellent team-working and a highly collaborative and flexible approach
  • Ability to plan and implement your own agenda, and deliver outcomes, especially when working on extended projects

  • Experience in extracting features and applying optimisation learning algorithms to unstructured and/or structured data using various machine learning techniques
  • Experience with data manipulation and data science toolkits (eg: dplyr, numpy, keras, caret, and/or scikit-learn etc)
